APTOS — Authorities have arrested a 36-year-old man who led law enforcement agencies on slow-speed pursuit and vehicle standoff earlier this week.
The California Highway Patrol initially responded to a report of a man in a Ford F-150 pickup making verbal threats shortly before 12:30 p.m. Monday at a location behind the agency’s Soquel Drive office. According to emergency radio traffic, the man, later identified as Kyle Roswall, was known to CHP officers and previously had been verbally warned to stay away from the location. Roswall had guns registered to his name, causing officers to issue an officer safety warning, according to officers involved in the chase. The Santa Cruz County Sheriff’s Office took over as the lead agency during the fail-to-yield pursuit, according to CHP Officer Israel Murillo.
The police pursuit paused for an extended period in Rio del Mar, near Clubhouse and St. Andrews drives, where Roswall allegedly refused to exit his truck at officers’ commands, despite de-escalation efforts. The Santa Cruz Police Department’s armored tactical and rescue BearCat vehicle and a CHP helicopter were requested to the scene. Officers ultimately opted to remove a spike strip from in front of the truck and allow Roswall to drive away from the scene unpursued, according to radio traffic. Related Articles

The Sheriff’s Office described the crime under investigation as an “isolated incident” with no ongoing threat to the public in social media posts this week.
“Based on the crime that occurred and other options available, we did not continue the pursuit,” the Sheriff’s Office social media post stated. “We take pursuits very seriously for the protection of the public and everyone involved. We know who this person is and are actively pursuing the options we have to make an arrest.”
Roswall was booked Thursday into the Santa Cruz County Jail in lieu of $10,000 bail on suspicion of misdemeanor violating court orders and threatening a crime with the intent to terrorize.
