Feds: Oakland man in child porn extortion case threatened to kidnap 13-year-old if she didn’t send him pictures


OAKLAND — In their bid to keep an Oakland man in custody as he faces accusations of cyberstalking and extorting child sexual abuse material from dozens of kids, prosecutors have revealed that the defendant allegedly threatened to kidnap a 13-year-old girl when she resisted his demands for naked pictures and video.

Delaney Tang, 21, allegedly told the girl he would kidnap her “if she did not send him the requested photos and videos,” prosecutors alleged in recent court filings. Tang, along with Vincenz Sison, of Concord, were hit with federal charges related to the eight identified underage victims — and at least 13 others, whom police have yet to identify — last week, authorities said.

The girl, referred to in court records as “Minor Victim 1” or “MV-1” to protect her identity, was approached by Tang on Instagram, authorities say. Just as he allegedly did with others, Tang told her that she needed to “help” him until he became “bored” with her and threatened to send explicit pictures of her to friends and family if she didn’t comply, prosecutors allege.

“MV-1 told Tang that she was ‘just a 13 year old’ and repeatedly asked him to leave her alone, but he refused,” assistant U.S. Attorney Christopher Vieira wrote in a motion to keep Tang in jail. “Tang publicly posted MV-1’s sexually explicit photos and videos online… after MV-1 did not respond to his messages.”

This newspaper is not revealing where the girl lived, nor when the alleged offenses took place, to protect her identity, and prosecutors say the victims were not limited to California.

For now, Tang remains in Santa Rita Jail in Dublin, while Sison has been freed on $75,000 bond, court records show. Sison is alleged to have played a lesser role; San Francisco police have described him as someone Tang would ask to send messages to the girls in the event that they blocked his social media accounts.

On top of the alleged kidnapping threat, prosecutors say Tang “tried to entice” an eighth grader into a “relationship,” and that when other alleged victims told him he was psychologically damaging them, he brushed them off.

“You can tell the cousoler (sic),” Tang allegedly wrote, according to the prosecution motion. “Tell the police. Whatever. It doesn’t matter…This account isn’t anything. I can change and keep following.”

To that end, police have identified several Instagram user names allegedly tied to the defendants and are asking anyone who might have interacted with them to come forward. The names are: thedrunkg1raffe, jimmynguyen0950, anthonytran800, bobbychao5150, davidnguyen850, kevin_luong5150, brianchao0150, and delaneyytang.

Authorities are encouraging any potential victims or people with information on Tang or Sison to contact the SFPD Special Victims Unit at 415-558-5500.
